In-service Teacher Professional Development (TPD) in Elementary Education in Collaboration with MHRD and SCERTs/DIETs (Bihar & West Bengal)

A Proposal to MHRD

The working paper outlines HBCSE's approach to developing a model for in-service teacher professional development (TPD) for elementary education in India.  The focus is on achieving competence and academic autonomy of teachers.  The approach is derived from recent research and policy documents, with HBCSE's specific contributions to be in science and mathematics education.  The proposed program would involve about 100 teacher educators / teachers in two States, Bihar and West Bengal, over the course of one year in the first instance.  Resource enhancements in terms of internet,  library and laboratory facilities would be recommended. Collaborations will be fostered with other organisations and with National and State agencies involved in TPD. The outcomes would be in the form of ideas, materials and methods that contribute towards building an effective model of TPD, resulting in enhanced quality of school education.

1. Outline of the Program: The program is spread across two phases in the financial years 2011-12 & 2012-13.

I: Phase I: Financial year 2011-12

I. A: Preliminary In-Field Workshop with DIET faculty (February 2012)
It is planned to hold the first in-field workshop in order to get information regarding the needs, resources, etc. of the DIET faculty which will enable us in preparation of the TPD course. The two proposed in-field workshop would be conducted one each in Bihar and West Bengal. The Phase I-A preliminary workshop would be for 4 days of which, 2 days are for the interaction and 2 days are for survey visits. Expenses of the workshop are stated for 2 days only. The other 2 days (of the survey) would be conducted by HBCSE resource persons. This workshop is planned to be conducted in February 2012.

I. B: Working Group Meeting (March 2012)
The working group meeting is planned with members who are parallely working on TPD with common interest in the country. These could be institutions working with MHRD, DIETs, or NGOs.  The focus of this meeting would be to share plans and seek suggestions from peers and experts in the area. It is expected that 15 members would be from outside HBCSE and 10 members from HBCSE. The meeting would be held in HBCSE around first week in March 2012.

 

II: Phase II: Financial year 2012-13

 

II. A: Contact Sessions at HBCSE between August-November 2012

The contact sessions would be the teacher training program, wherein around 50 DIET faculty from science and mathematics of each states would be present at the sessions to be held at HBCSE. There will be around 10 resource persons and 15 members from HBCSE. This would be conducted for two weeks (12 days). There will be 2 contact sessions for 2 states between August – November 2012.

 

II. B: In-Field Follow up and Contact Session with DIET Faculty (Jan-Feb 2013)

This session is a follow-up session of the contact session held in HBCSE during Jan-Feb 2013. This will be for 3 days where 2 days will be for the meeting with DIET faculty and 1 day will be for the survey. This would be conducted in Jan-Feb 2013.

 

II. C: Working Group Meeting at HBCSE (March 2013)

The working group meeting is planned with members who are parallely working on TPD with common interest in the country. These could be institutions working with MHRD, DIETs, or NGOs. The focus of this meeting would be to disseminate results and seek suggestions from peers and experts in the area. It is expected that 15 members would be from outside HBCSE and 10 members from HBCSE. The meeting would be held in HBCSE around first week in March 2013.

II. D: Personnel and Hardware

There will be requirement of personnel and hardware during execution of the project.

 

II. E: Resource Enhancement of Library and Laboratory Equipments

In Feb-Mar 2012, a survey would be carried out of library and laboratory facilities in the participating teacher education institutions. Based on this survey, a proposal will be submitted to strengthening of these resources. Recommendations of books, laboratory equipment, videos and web-resources would be made.

 

II. F: Video, Print documentation, Producing Course Material, Booklets

It is planned to do the video and print documentation of the contact sessions of the TPD course that will be held in HBCSE during Aug-Nov 2012. We also plan to produce course materials in the form of booklets for science and maths which will include worksheets, tasks, research papers, etc. which will be distributed to the participants during the TPD programs.
